Texas House Passes Historic Medical Marijuana Bill

The Texas House of Representatives approved a limited medical marijuana bill that would provide epileptic patients with access to trace amounts of cannabis oil. With only trace amounts of THC in the cannabis oil, the substance is not expected to produce a “high” for users and would require a prescription for use by only epileptic patients. Governor Greg Abbott, a Republican, will now have to sign off on the bill if it’s to become law.

Marijuana reform advocates call the House’s actions nothing short of historic, since Texas has always been harshly opposed to legalization of any kind. In the past, even mild proposals to relax medical marijuana laws in the state have been dead on arrival. Some lawmakers were even heard shouting “It’s a bad bill!” during a lengthy debate on the floor before it passed, while the Sheriff’s Association of Texas raised concerns of abuse.

The Marijuana Policy Project and some other advocates were also disappointed with the final legislation. MPP called it “unworkable” and criticized lawmakers for not following the lead of 23 other U.S. states that permit comprehensive medical marijuana. After all, the law would only allow epileptic patients to access the drug without providing similar relief for other patients suffering from terminal cancer, PTSD, or other potentially applicable conditions.

The future of the law remains uncertain in Gov. Abbott’s hands, who has limited his comments about marijuana to saying that he doesn’t see decriminalization happening this year. The good news is that many other Republican governors have taken action on medical marijuana, while several Republicans in the House voted for the proposal.
